How to Use EPF to Buy a House in Malaysia: A Complete Guide for Homebuyers

9 min read

Buying a home in Malaysia requires more than just getting a housing loan. You may also need to prepare for the down payment, legal fees, stamp duty and other upfront costs.

This is why many Malaysian homebuyers ask: “How can I use EPF to buy a house?”

Eligible EPF (KWSP) members may withdraw part of their savings from Akaun Sejahtera, formerly known as Account 2, to support the purchase of an eligible residential property.

However, using EPF to buy a house does not mean you can simply withdraw your entire Akaun Sejahtera balance. The amount you can withdraw, when you can apply and the documents required are subject to EPF rules and eligibility conditions.

In this guide, we explain how to use EPF to buy a house, how much you may be able to withdraw, whether EPF can be used for the down payment, what documents you may need and what to consider before applying.

Quick Summary

Eligible EPF members may use savings from Akaun Sejahtera to help finance the purchase of an eligible residential property. The amount you can withdraw depends on your property price, approved housing loan and available Akaun Sejahtera balance. You may still need to prepare cash for the down payment and other upfront costs because EPF withdrawal timing may not match the payment schedule of your property purchase.

How to Use EPF to Buy a House Through the Buy House Withdrawal

EPF offers the Buy House Withdrawal (Pengeluaran Beli Rumah), which allows eligible members to withdraw savings from their Akaun Sejahtera to help fund the purchase of a residential property.

This withdrawal may apply to eligible residential properties such as:

  • Bungalow

  • Terrace House

  • Semi-Detached House

  • Apartment

  • Condominium

  • Studio Apartment

  • Serviced Apartment

  • Townhouse

  • Eligible SOHO units

  • Shop Lots sold by developers that include residential units

Therefore, whether you are buying an eligible new development or a subsale property, you may be able to apply for the EPF Buy House Withdrawal, subject to the applicable requirements.

Which EPF Account Can Be Used to Buy a House?

Currently, housing withdrawals are made from your:

Akaun Sejahtera

This is the account previously known as Account 2.

Following EPF’s account restructuring, members’ savings are now divided into accounts with different purposes.

Therefore, if you come across older articles online that say:

“Use EPF Account 2 to buy a house”

you should be aware that Account 2 is the previous name.

The current official name is Akaun Sejahtera.

Who Is Eligible to Apply for the EPF Buy House Withdrawal?

Under current EPF rules, applicants generally need to meet the following conditions:

  • Malaysian citizen or non-Malaysian citizen

  • Below 55 years old at the time of application

  • Have at least RM500 in Akaun Sejahtera

  • Purchase an eligible residential property

  • Have obtained a housing loan or financing approval from an EPF-approved lender, or purchase the property through self-financing

  • Have never made the relevant Housing Withdrawal before, or if you have, the previous property has already been sold or ownership has been disposed of

The EPF Buy House Withdrawal may be used for up to two residential properties.

However, if you previously used EPF savings to purchase your first property, you generally need to sell or dispose of that property before you can apply for the Buy House Withdrawal for a second property.

How Much EPF Can You Withdraw to Buy a House?

This is one of the most important things homebuyers need to understand.

If you are buying the property with a housing loan, the maximum withdrawal amount is generally calculated based on:

Purchase Price − Approved Housing Loan Amount + 10% of the Purchase Price

or All savings available in your Akaun Sejahtera whichever is lower.

Example

Assume:

Property Price: RM500,000

The bank approves:

90% Housing Loan = RM450,000

The calculation would be:

RM500,000 − RM450,000 + RM50,000= RM100,000

The calculated withdrawal amount would therefore be RM100,000.

However, if your Akaun Sejahtera only has RM60,000, then your actual maximum withdrawal would still be limited by your available Akaun Sejahtera savings.

In other words, buying a RM500,000 property does not automatically mean you can withdraw RM100,000.

Can You Use EPF to Buy a House Without Taking a Housing Loan?

Yes.

EPF also allows eligible members who purchase a property through self-financing to apply for the Buy House Withdrawal.

For a self-financed purchase, the maximum withdrawal amount is generally based on Purchase Price + 10% of the Purchase Price or All savings available in Akaun Sejahtera whichever is lower.

However, the supporting documents required for a self-financed purchase may differ from those required when buying with a housing loan.

Can EPF Be Used Directly to Pay the 10% Down Payment?

This is a common area of misunderstanding.

Many people hear:

“You can use EPF to buy a house.”

and assume that they do not need to prepare any cash for the down payment.

In practice, this is not always the case.

During a typical property purchase, you may still need to use your own funds first to pay the Booking Fee, Deposit, or other amounts required under the transaction before applying for EPF withdrawal after the relevant purchase and financing documents are completed.

Therefore, you should not assume that having enough money in Akaun Sejahtera means you can complete the entire property purchase without any cash savings.

Before signing the SPA or making a major payment, it is important to understand:

  • How much down payment you need

  • How much EPF you may be able to withdraw

  • When you can apply for the EPF withdrawal

  • How much housing loan you may qualify for

  • The payment timeline stated in the SPA

  • Whether you have enough cash to cover any timing gap

EPF savings can support your home purchase, but they should not be treated as a complete replacement for cash preparation.

Can Husband and Wife Withdraw EPF Together to Buy a House?

Yes, subject to the applicable conditions, a Joint Withdrawal may be allowed.

For example, if a husband and wife are buying a property together and both have EPF savings, each may be able to use savings from their respective Akaun Sejahtera accounts, subject to the relevant eligibility requirements.

EPF also allows joint withdrawals for certain eligible family relationships.

Applicants may be required to provide documents proving the relationship between the buyers, such as:

  • Marriage certificate

  • Birth certificate

The exact documents required will depend on the relationship between the applicants and the type of withdrawal.

Can You Use EPF to Buy Both Your First and Second Property?

Yes, but conditions apply.

The EPF Buy House Withdrawal may cover up to two residential properties.

If you previously used an EPF Housing Withdrawal to buy your first property, you generally need to sell or dispose of ownership of that property before applying to use EPF savings to purchase a second property.

Therefore, if your plan is:

“I want to keep my first house and withdraw from Akaun Sejahtera to buy a second investment property.”

you should not automatically assume that you will qualify for the Buy House Withdrawal.

Before buying a second property, check your previous EPF Housing Withdrawal history and the current eligibility requirements.

What Documents Are Required for an EPF Buy House Withdrawal?

The documents required may vary depending on whether you are buying your first or second property, whether you are using a housing loan, applying for a joint withdrawal, or purchasing through self-financing.

For a typical property purchase involving a housing loan, the documents may include:

  • Sale and Purchase Agreement (SPA)

  • Housing Loan Approval Letter

  • Identification documents

  • Bank account information

  • Loan-related documents

  • Relationship documents for joint withdrawals

One important requirement is that:

The SPA or relevant proof of purchase generally must not be dated more than 3 years before the application date.

If the housing loan approval was issued beyond a certain period, EPF may also require additional loan or charge-related documents.

Therefore, applicants should always check the latest document checklist based on their specific situation rather than relying only on what another buyer previously submitted.

How to Apply for an EPF Buy House Withdrawal

Eligible members may apply through the channels provided by EPF.

The general process may include:

  1. Complete the property purchase and relevant SPA documents

  2. Obtain housing loan or financing approval, or prepare the required self-financing documents

  3. Prepare the supporting documents required by EPF

  4. Submit the application through the applicable KWSP i-Akaun channel or manually

  5. Complete identity or fingerprint verification if required

  6. Wait for EPF to review the application

  7. Once approved, receive the withdrawal according to the applicable payment method

Certain property types or application situations may require a manual application at an EPF branch.

For example, EPF currently states that members purchasing an eligible SOHO must apply manually at an EPF branch.

EPF Is Not Only Useful When You First Buy a House

Many people assume that EPF Housing Withdrawal refers to only one type of withdrawal.

In fact, EPF currently offers several housing-related withdrawal options.

Apart from the Buy House Withdrawal, these include:

  • Build House Withdrawal

  • Housing Loan Monthly Instalment Withdrawal

  • Reduce / Redeem Housing Loan Withdrawal

  • Flexible Housing Withdrawal

  • PR1MA Housing Withdrawal

For example, if you already own a home and are repaying a housing loan, you may also be able to use your Akaun Sejahtera savings, subject to eligibility, to help pay monthly housing instalments or reduce or redeem the outstanding housing loan balance.

Therefore, EPF can play a role beyond just the initial property purchase.

Can EPF Help Increase Your Housing Loan Eligibility?

EPF also offers the Flexible Housing Withdrawal.

This is different from the standard Buy House Withdrawal.

Eligible members may set aside part of their existing and future Akaun Sejahtera savings under the relevant arrangement so that participating financial institutions may take the applicable monthly EPF contributions into consideration when assessing housing loan eligibility.

This may help certain applicants improve their housing loan eligibility.

However, this does not mean:

Having EPF savings = Guaranteed housing loan approval.

Banks will still assess your income, DSR, credit record, employment profile, existing financial commitments, and other lending criteria.

Should You Withdraw All Your EPF Savings to Buy a House?

Even if you qualify for an EPF housing withdrawal, it does not necessarily mean you should withdraw the maximum amount available from Akaun Sejahtera.

EPF savings are primarily intended to help members build their retirement funds.

Using EPF to buy a property means:

You may reduce the amount of cash you need today, but you are also reducing the amount that remains in EPF to continue growing for retirement through future returns and compounding.

Therefore, it is worth considering both sides.

Using EPF may be helpful if it allows you to:

  • Reduce the amount of cash needed for the property purchase

  • Avoid taking on higher-interest debt

  • Maintain a reasonable emergency fund

  • Reduce pressure on your overall housing financing

However, if you already have enough cash to complete the purchase, you may want to compare:

Using cash vs withdrawing EPF

and decide which option better supports your long-term financial plan.

The goal should not simply be:

“Withdraw as much as possible.”

Instead, consider what role your EPF savings should play within your overall financial position.

Calculate These 4 Numbers Before You Use EPF to Buy a House

Before deciding to purchase a property, it is useful to understand these four numbers.

1. How Much Property Can You Afford?

Estimate a realistic property budget based on your income, existing debt commitments, and DSR.

2. How Much Can the Bank Lend You?

A 90% financing margin is not automatically available to every borrower.

3. How Much EPF Can You Withdraw?

Check your Akaun Sejahtera balance and estimate the amount based on the applicable EPF withdrawal formula.

4. How Much Cash Do You Still Need?

This may include:

  • Down payment shortfall

  • Legal fees

  • Stamp duty

  • Valuation fees

  • Other property purchase costs

Looking at these four numbers together gives you a much clearer picture of your actual home-buying ability.

Conclusion: EPF Can Help You Buy a House, but Housing Loan Eligibility Still Matters

For many Malaysian homebuyers, EPF Akaun Sejahtera can be a useful source of funds when purchasing a first home.

Eligible members may use part of their EPF savings to support the property purchase, but you still need to understand the withdrawal conditions, the amount you can withdraw, your housing loan eligibility, and the amount of cash you need to prepare.

Do not wait until you have already paid a Booking Fee or signed the SPA before asking:

“Do I have enough EPF?”“How much can the bank lend me?”“How much cash do I still need?”

A better approach is to calculate your:

Housing loan eligibility + EPF availability + Cash requirement

before committing to a property purchase.
