What Is LPPSA?

LPPSA (Lembaga Pembiayaan Perumahan Sektor Awam) is the Public Sector Home Financing Board in Malaysia.


It administers housing financing facilities for eligible public sector employees, including financing to purchase completed or under-construction residential properties, build a house, purchase land for the purpose of building a house, settle eligible existing bank housing financing, and certain home renovations.


Unlike a conventional bank home loan, LPPSA financing is specifically designed for eligible members of Malaysia's public sector.


Who Is Eligible to Apply for LPPSA Financing?

LPPSA financing is available to eligible categories of public sector personnel.

These include categories such as:

  • Civil servants

  • Police personnel

  • Armed forces personnel

  • Employees of eligible statutory bodies

  • Employees of local authorities

  • Certain members of the federal and state administration

  • Eligible judges

  • Members of Parliament and State Legislative Assemblies, subject to the applicable requirements


Eligibility depends on your employment category and the conditions applicable to your appointment.


For public officers who fall under the relevant permanent-service category, LPPSA's current guidelines generally require the applicant to be a Malaysian citizen, a permanent officer currently serving, to have served for at least one year, and to have been confirmed in the position.


Other eligibility conditions also apply, so applicants should verify their individual eligibility before committing to a property purchase.


What Can You Finance With LPPSA?

LPPSA currently provides seven types of housing financing.


Type 1 — Purchase of a Completed Residential Property

This is used when purchasing a completed house or residential unit, including eligible subsale properties.


Type 2 — Building a House on Your Own Land

If you already own suitable land, LPPSA financing may be used to finance the construction of a residential property on that land, subject to the applicable requirements.


Type 3 — Purchase of a Property Under Construction

This applies when purchasing a residential property that is still under construction, such as an eligible new development.


Type 4 — Purchase of Land to Build a House

LPPSA financing may also be used to purchase land with the intention of building a residential property.


Type 5 — Settlement of Existing Housing Financing With a Bank or Financial Institution

Under eligible circumstances, LPPSA financing can be used to settle existing housing financing taken from a bank or financial institution.


Type 6 — Building a House on Land Financed Through LPPSA

This applies when constructing a house on land that is already being financed through an LPPSA housing financing facility.


Type 7 — Home Renovation

LPPSA also provides financing for eligible renovation works on a residential property that was purchased or constructed using LPPSA financing, subject to its applicable conditions.


Therefore, LPPSA is not limited to buying a newly completed house. The appropriate financing type depends on what you are planning to do with the property.


What Is the LPPSA Interest Rate?

Under the conventional Skim Pembiayaan Perumahan Sektor Awam (SPPSA), LPPSA currently sets the financing interest rate at 4% per annum on a monthly reducing balance basis.


LPPSA also offers Islamic public sector housing financing under SPPSAi. Under the applicable structure, the stated profit rate is 7% per annum on a reducing balance basis, while customers enjoy an effective profit rate of 4% per annum through the applicable Muqasah/Ibra' mechanism.


This differs from many bank home loans, where the effective interest rate is typically linked to the bank's reference rate and may change when market or benchmark rates change.


However, the interest rate alone should not determine whether LPPSA or a bank home loan is more suitable for you. Financing flexibility, tenure, repayment structure and your future plans should also be considered.



How Much LPPSA Financing Can You Get?

Your LPPSA financing eligibility is not simply determined by your salary alone.

Under LPPSA's current eligibility calculation rules:

  • Monthly instalments generally cannot exceed 60% of basic salary plus eligible fixed allowances.

  • Total debt generally cannot exceed 80% of net income.

  • Net salary must generally remain at least 20% of gross income.


For LPPSA purposes, net income is generally calculated based on:


Basic Salary + Eligible Fixed Allowances – Compulsory Deductions


The actual amount approved is also subject to the lowest of:

  1. The property price;

  2. The property valuation by Jabatan Penilaian dan Perkhidmatan Harta (JPPH);

  3. The amount of financing applied for; or

  4. The applicant's maximum financing eligibility.


This is important because being eligible for a certain financing amount does not automatically mean LPPSA will finance that amount for every property.


For example, if your eligibility is higher than the property's acceptable valuation, the approved financing may still be limited by the valuation.

Can LPPSA Finance 100% of the Property Price?

It is possible for eligible LPPSA financing to cover the full property price, subject to your financing eligibility and LPPSA's applicable rules.


However, this does not mean every applicant will automatically receive 100% financing based on the property's selling price.


The approved amount remains subject to factors such as:

  • Your financing eligibility

  • Property purchase price

  • JPPH valuation

  • Amount applied for


If the approved financing is lower than the amount required to complete the purchase, you may need to prepare funds for the difference.

You should therefore check your estimated LPPSA eligibility before committing to a property that stretches your budget.


What Is the Maximum LPPSA Financing Amount in 2026?

This is an area where public sector homebuyers should pay particular attention to the latest LPPSA announcements.


Under the Budget 2026 initiatives, the Government announced an increase in the maximum LPPSA financing eligibility limit to up to RM1 million.


However, LPPSA stated that implementation is scheduled as early as the fourth quarter of 2026, subject to the readiness of its systems, and that an official announcement will be issued before implementation.


Therefore, applicants should not assume that the RM1 million limit is already available when planning a property purchase.


Always check the latest LPPSA eligibility rules applicable at the time of your application.


How Long Can You Take LPPSA Financing For?

The maximum financing tenure depends on the applicant's applicable scheme, age, financing type and current LPPSA rules.


One important initiative for younger public sector employees is the Skim Pembiayaan Perumahan Muda (SPPM).


Eligible public sector employees aged 30 and below may apply for a longer financing tenure of up to 40 years, subject to the applicable age or service limits and other SPPM requirements.


The SPPM application period has been extended until 31 December 2026.

A longer tenure can reduce your monthly repayment, but it also means you will be servicing the financing over a longer period. Affordability should therefore be assessed based on your overall financial position rather than simply choosing the longest available tenure.


Is MRTA or MRTT Required for LPPSA?

Yes.


LPPSA requires applicants to obtain the applicable mortgage protection insurance or takaful as part of the financing arrangement.


Home ownership insurance or takaful protection is also required under LPPSA's financing guidelines.


These protection costs should be considered when assessing the overall cost of financing rather than looking only at the property price and monthly repayment.


How Are LPPSA Monthly Repayments Made?

LPPSA repayments are generally collected through salary deductions or pension deductions.


The exact commencement of repayment depends on the type of financing and when the financing or progress payments are released.


For example, repayment timing for the purchase of a completed property differs from financing for a property under construction.


This is particularly important for buyers purchasing new developments, as you should understand when repayment will begin and how it fits into your monthly cash flow.


Can You Apply for LPPSA Financing Together With Your Spouse?

Yes, joint financing may be possible under LPPSA, subject to the applicable conditions.


LPPSA recognises different joint financing arrangements.


For example, where both applicants are eligible public sector employees, both may use LPPSA financing.


There are also circumstances where one applicant is an eligible public sector employee using LPPSA while the other uses financing from a bank or another eligible financing institution.


Joint financing can be useful where one person's financing eligibility is insufficient to purchase the intended property.


However, the structure becomes more complex when LPPSA and bank financing are combined, so the financing arrangement should be checked before signing the Sale and Purchase Agreement.

Can You Use LPPSA to Buy a Subsale Property?

Yes.


LPPSA Type 1 financing can be used to purchase an eligible completed residential property, which can include a subsale property.


However, subsale purchases involve additional considerations such as:

  • Property valuation

  • Existing financing on the seller's property

  • Title status

  • Legal documentation

  • Difference between the purchase price and approved financing

  • Completion timeline under the Sale and Purchase Agreement


Before signing the SPA, it is important to understand whether your financing and available cash are sufficient to complete the purchase.


Can You Use LPPSA to Buy a New Property From a Developer?

Yes.


For an eligible residential property that is still under construction, the purchase generally falls under LPPSA Type 3 financing.


As with any property purchase, you should check your financing eligibility before committing to the unit.


Developer rebates or promotional prices should also not be treated as a substitute for understanding the property's financing requirements and your actual affordability.


Can You Use LPPSA to Refinance a Bank Home Loan?

LPPSA Type 5 provides financing for eligible settlement of existing housing financing with a bank or financial institution.


This can be relevant to public sector employees who originally purchased their property using bank financing and later consider moving the eligible housing debt to LPPSA.


However, eligibility depends on the circumstances of the existing financing and the property, so it should not be assumed that every bank home loan can automatically be transferred to LPPSA.


Can You Apply for LPPSA Financing More Than Once?

LPPSA does provide for second housing financing, subject to its prevailing eligibility requirements.


However, the rules for second financing differ from those for first financing.


Importantly, Budget 2026 also announced an initiative to improve the conditions for second LPPSA financing by allowing eligible applicants to use their remaining financing eligibility without first settling the first financing.


LPPSA has stated that implementation is planned as early as Q4 2026, subject to system readiness, with further official announcements to be made before implementation.


Applicants considering a second property should therefore check the rules in force at the actual time of application rather than relying on the announced future changes.


How Do You Apply for LPPSA Financing?

The exact process depends on your applicant category and financing type, but a typical journey involves:

  1. Checking whether you are eligible for LPPSA financing.

  2. Estimating your financing eligibility.

  3. Identifying the appropriate LPPSA financing type.

  4. Preparing the required employment, income and property documents.

  5. Submitting the application through the applicable LPPSA application channel.

  6. Completing any property valuation or documentation required for the case.

  7. Receiving and completing the financing approval and legal documentation.

  8. LPPSA releasing the financing according to the applicable financing type and transaction.
